Important changes to proof of identity requirements when enrolling learners

The Tertiary Education Commission (TEC) have made changes around proof of identity requirements to enrol in a training programme. These changes take immediate effect.

As a result, when you are submitting new training agreements, we are no longer able to accept driver licences as identification when learners are enrolling into Careerforce programmes. We also now require certified copies of acceptable forms of identification as detailed in the following.


The following requirements now apply:
  • New Zealand domestic learners* must provide a certified copy of their passport, birth certificate, or New Zealand certificate of citizenship as evidence of citizenship and residency status for New Zealand citizens.
  • Australian domestic learners must provide a certified copy of their passport, birth certificate, or Australian certificate of citizenship as evidence of citizenship and residency status for Australian citizens.
  • International learners must provide a certified copy of their passport or birth certificate as proof of identity.
    • To access TEC funding (and domestic pricing rates) on eligible programmes, non-domestic visa holders must also provide:
      • a copy of their Accredited Employer Work Visa as evidence of their right to work in New Zealand and;
      • a signed declaration from the employer within the training agreement that the learner has an employment agreement with them, stipulating their occupation.

Please note that the work visa must be valid for the entire duration of the proposed training programme to be eligible for enrolment.

Identity and certified verification requirements

Employers are no longer able to verify a learner’s identification. To be accepted as verified document(s), these now need to be signed and dated by a person authorised to take declarations. This could be a:
  • Justice of the Peace (JP) –  find a JP
  • Lawyer
  • Barrister
  • Notary Public
  • Court Registrar or Deputy Registrar
  • Member of Parliament.

Careerforce is required to hold verified identity on file for 2 years after programme completion. For any subsequent enrolments, we will only request verified identity if it is no longer held on file, or if any personal details have changed (e.g. name).

Please use up to date Training Agreements

Careerforce Training Agreements have been modified to include these changes. When enrolling learners into new programmes, please ensure that you use the most up to date Training Agreement and Standalone Unit Standard Application. Forms can be accessed here: https://www.careerforce.org.nz/forms/

As important changes have been made, old version Training Agreements may be returned.
